Under the Leadership of Mohammed bin Rashid, the UAE Cabinet Approves the National Cybersecurity Strategy

Abu Dhabi, UAE – His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai chaired the UAE Cabinet meeting held at Qasr Al Watan in Abu Dhabi. During the meeting, the National Cybersecurity Strategy was approved, marking a strategic step that reflects the UAE’s unwavering commitment to enhancing cybersecurity and protecting its digital infrastructure.  


The Importance of Cybersecurity in the UAE’s Journey 
Following the meeting, His Highness Sheikh Mohammed bin Rashid Al Maktoum emphasized the significance of the strategy in a statement: “Today, we approved the National Cybersecurity Strategy. The UAE ranks among the highest globally in the 2024 Global Cybersecurity Index. We possess one of the safest and most advanced digital infrastructures in the world. In the coming period, we will continue to solidify and provide a secure, resilient, and exemplary digital environment that enhances and protects our national digital achievements.”  


A Roadmap Toward a Secure Digital Future 
The National Cybersecurity Strategy serves as a comprehensive framework to strengthen the protection of the UAE’s digital infrastructure and foster a culture of cybersecurity across the nation. It aims to empower citizens and institutions to confront cyber threats through effective governance systems, innovative solutions, and strategic partnerships at both local and international levels.  


In this context, His Excellency Dr. Mohammed Hamad Al Kuwaiti, Head of the UAE Government’s Cybersecurity Council, highlighted that the strategy represents a pivotal step toward building an integrated framework that safeguards the nation’s digital transformation and preserves its achievements. The new strategy reflects the UAE’s commitment to leveraging digital opportunities while addressing associated risks. His Excellency emphasized the importance of drawing on diverse national experiences and international standards to enhance the UAE’s position as a global digital hub. This commitment has culminated in the UAE securing the top rank in the 2024 Global Cybersecurity Index.  


The strategy is based on five key pillars: governance, protection, innovation, capacity building, and partnership. It aims to enhance cybersecurity awareness through advanced detection and monitoring technologies, develop the necessary legal frameworks, and improve the efficiency of national talent to build a competitive cybersecurity workforce. Additionally, it seeks to foster partnerships between the public and private sectors to develop integrated cybersecurity solutions and expand international cooperation to combat cross-border cyber threats.


A Call for a Unified Vision 
The launch of the National Cybersecurity Strategy represents a call to all relevant entities to work together toward a shared vision of establishing the UAE as a global model for digital safety and prosperity. It underscores the nation’s determination to keep pace with rapid technological advancements and address emerging digital challenges by harnessing the best capabilities and technologies to achieve this goal.  
The adoption of the strategy aligns with the objectives of the UAE Centennial Plan 2071 and the “We the UAE 2031” vision, which focus on building a sustainable, knowledge-based, and innovation-driven economy. This vision fulfils the dream of the nation’s founding father, the late Sheikh Zayed bin Sultan Al Nahyan, for the UAE to become a nation of science and future.  

About the Cybersecurity Council 
The UAE Cybersecurity Council was established by a Cabinet decision in 2020 to promote secure and sustainable digital transformation. Chaired by His Excellency Dr. Mohammed Hamad Al Kuwaiti, the Council includes representatives from various federal and local entities. It focuses on developing comprehensive legislative and regulatory frameworks to address cybersecurity and cybercrime issues, as well as securing current and future technologies. The Council also works to enhance the readiness of national sectors to efficiently counter cyberattacks, supporting the UAE’s leadership in building an advanced digital future anchored in secure and robust cyber infrastructure.  


The Council embodies the proactive vision of the UAE leadership through specialized agencies that ensure business and service continuity across economic, educational, health, and social sectors. Additionally, it contributes to raising awareness of cybersecurity culture through innovative initiatives aimed at protecting society from digital threats, including compromised websites, and fostering a secure and sustainable digital environment for all.

CSC calls for protecting and safeguarding digital identity

As part of the weekly awareness campaign of the “Cyber Pulse” initiative, the Cyber Security Council emphasized the importance of digital identity, noting that it is one of the most valuable assets owned by individuals and organizations. The Council highlighted that nearly 97% of cyberattacks target passwords, while around 40% of social media users worldwide have either been compromised or have unintentionally shared personal data. It further warned that the consequences of a digital identity breach extend beyond data loss to include identity theft, fraud, financial losses, and negative impacts on personal and professional reputation. During the first half of the year, indicators also showed a significant increase of 32% in cyberattacks targeting digital identities, amid the growing reliance on digital services and smart applications. To strengthen protection, users are advised not to share sensitive personal information, to use strong and complex passwords, and to enable multi-factor authentication. These steps constitute the first line of defense against growing threats.

CSC Stresses the Need to Ensure Safe Internet Browsing

As part of the weekly awareness campaign of the “Cyber Pulse” initiative, the Cyber Security Council noted that cyber threats have become increasingly complex and widespread, driven by the growing reliance on the internet in various aspects of daily life. More than 750,000 browsing sessions are recorded daily, reflecting the vast scale of digital activity. Each browsing session represents an opportunity for targeting users through malware or fraudulent webpages, especially given the reliance on the internet for financial transactions, government services, and social communication. The Council affirmed that browser security technologies serve as a technical shield that protects users while browsing. These technologies include encryption, isolation, and preventive policies designed to prevent breaches, data leakage, and unauthorized tracking. Key guidelines to enhance browsing security include verifying links before clicking, regularly updating browsers, and avoiding downloads from untrusted sources.

As part of the weekly awareness campaign of the “Cyber Pulse” initiative, the Cyber Security Council stressed the importance of regular inspection and cleaning of electronic devices such as mobile phones and personal tablets, noting that these practices can reduce cyber incidents by up to 30%. The Council explained that the accumulation of unnecessary files and data makes it easier for malicious software to infiltrate devices, thereby increasing cyber risks and exposing users to potential data loss or privacy breaches. Key signs that a device may require cleaning include slow performance, unusual messages or recurring errors, full storage capacity, and the presence of unknown or unused applications. Therefore, it is important to adopt a simple digital cleaning routine that can significantly enhance device security. This routine includes using trusted security software, deleting unnecessary files and applications, and regularly updating operating systems and software to address vulnerabilities and enhance performance.
